STATEMENT OF MARGARET A. MURRAY ON WITHDRAWAL OF MEDICAID FISCAL ACCOUNTABILITY REGULATION
WASHINGTON— Margaret A. Murray, Chief Executive Officer of the Association for Community Affiliated Plans, made the following statement on the withdrawal of the Medicaid Fiscal Accountability Regulation by the Centers for Medicare & Medicaid Services (CMS):
“Withdrawing this regulation was the right thing to do. As we have said from the beginning, these regulations would limit state flexibility, create confusion and opacity for stakeholders and states alike, and substantially increase the compliance burden on state agencies. At the same time, CMS proposed these sweeping changes without any discernible quantification of the fiscal impact of these changes on states, stakeholders and others.
“If ever there was a Medicaid regulation in need of a do-over, it was this one. We applaud the withdrawal of this rule; going forward, we restate our desire that CMS consult with the appropriate stakeholders on how to improve the financing and operation of state Medicaid programs—and make a good-faith effort to assess the effects of the proposed changes on Medicaid programs and beneficiaries.”
