ACAP submitted a comment letter as part of the Non-Profit Coalition detailing concerns related to the 2025 Advance Notice and recently enacted and proposed policies that would disproportionately and negatively impact small and not-for-profit plans.

In the letter, the Coalition encourages CMS to continue to keep in mind the needs and resource availability of smaller, not-for-profit health plans, particularly those plans that serve a predominantly high-needs population. The letter also asks CMS to consider the potential consequences of policy changes that could limit community-based plans’ ability to provide robust, person-centered coverage or prohibit them from competing in the Medicare Advantage market.
