Health Policy Brief: Payment Policy And The Challenges Of Integration For Dual-Eligible Beneficiaries

Health Affairs released a health policy brief addressing the challenges posed by payment policy on the work of integrating care for patients eligible for both Medicare and Medicaid (“dual eligibles”). The problems exist because Medicare and Medicaid have different payment strategies that often work at cross-purposes. This tension represents an ongoing obstacle to controlling costs and improving care and services for beneficiaries enrolled in both programs.
