Statement of ACAP CEO Margaret A. Murray on Tax Credit Extension After Senate Health Care Votes
 

WASHINGTON—Margaret A. Murray, CEO of the Association for Community Affiliated Plans (ACAP), issued the following statement after two health care-related votes, one of which proposed an extension of tax credits for Marketplace coverage, failed in the Senate today:

“More than a month into open enrollment for Marketplace coverage, the inherent inertia of our political process has still taken precedence over the need for a working solution to keep coverage affordable for working-and middle-class families.

“Families deserve a workable answer to skyrocketing premium costs. Sound bites aren’t helpful—policy solutions are.

“These enhanced tax credits offered to families who rely on Marketplace coverage have been a wildly successful way to help make coverage affordable. More than 24 million people chose coverage through the Marketplace in 2025, a record high; most took advantage of tax credits to help make their premium costs fit in their budget. The tax credits’ expiration is a steep spike in costs for millions: estimates peg the increase at 114 percent, or more than doubling.

“As the cost of food, housing and healthcare continues to shoot up, Congress can learn from the success of the enhanced health care tax credits and support their extension. It’s brought significant security for people and families who worked hard and played by the rules. It doesn’t make sense to choose to subject them to these gyrations in price through inaction.

“Simply allowing subsidies to lapse is a way to willfully shoot costs skyward for millions of families. This moment demands policy solutions that will help working- and middle-class families this holiday season, not split-screen messaging efforts.

“It’s time to get to work. Millions of families are counting on it.”
