ACAP Statement for the Record on the Ways and Means Committee Markup of FY2025 Budget Reconciliation Proposals

On May 13, ACAP submitted its statement for the record on the Committee on Ways and Means markup of legislative proposals pursuant to the FY2025 budget reconciliation directive (H. Con. Res. 14).

The statement responds to a subset of proposals in the Committee on Ways and Means “The One Big Beautiful Bill” draft that are particularly relevant to ACAP’s Qualified Health Plans (QHP) and Basic Health Program (BHP) members. ACAP’s feedback focuses on its desire to maintain market stability for Safety Net Health Plans and the consumers they serve. Areas of focus include:

  • Enhanced Premium Tax Credits
  • Exchange Verification of Eligibility for Health Plan
  • Eliminating the Limitation on Recapture of APTCs
  • Disallowing PTCs for Certain Lawfully Present Immigrants.
  • CHOICE Arrangements
