Statement of ACAP CEO Margaret A. Murray on Advancement of Budget Reconciliation Packages

STATEMENT OF ACAP CEO MARGARET A. MURRAY
ON ADVANCEMENT OF BUDGET RECONCILIATION PACKAGES 

WASHINGTON—Margaret A. Murray, CEO of the Association for Community Affiliated Plans (ACAP), issued the following statement after the House Energy and Commerce and Ways and Means Committees advanced reconciliation packages that include significant cuts to Medicaid and Marketplace coverage: 

“Congress is one step closer to stripping critical health coverage from millions of hardworking Americans and their families. 

“The proposed changes to Medicaid, including enhanced eligibility checks, do little more than create trap doors that eligible individuals can fall through in their efforts to live or thrive.  

“Work requirements, repeatedly shown to be ineffective, are often counterproductive. The vast majority of Medicaid recipients who are able to work already do. 

“The moratorium on provider taxes and changes to the MCO provider tax policy risks destabilizing Medicaid and threatens access to essential services for vulnerable populations. 

“New onerous requirements around advance income verification in the Marketplace not only effectively end automatic re-enrollment, but require sheaves of paperwork for consumers to access the advance premium tax credits that have helped make Marketplace coverage affordable for millions. Many consumers will be unable to afford coverage as a result and instead go uninsured. 

“Additionally, the Ways and Means Committee’s failure to vote to extend enhanced premium tax credits means that millions of working Americans with Marketplace coverage will face skyrocketing premium costs in January should Congress fail to act.  

“We urge members of the House to vote no on this bill. And we remain committed to working with lawmakers to make Medicaid and Marketplace coverage accessible to the Americans who need it.”
