Statement of ACAP CEO Margaret A. Murray on the Sixty-First Anniversary of Medicaid
WASHINGTON—Margaret A. Murray, CEO of the Association for Community Affiliated Plans (ACAP), issued the following statement celebrating the sixty-first anniversary of the signing of the Social Security Amendments of 1965, which established federal authorization for the Medicaid program:
“Since 1965, Medicaid has provided access to care and improved health outcomes for millions of Americans. Today, roughly 1 in 5 Americans—including children, seniors, and people with disabilities—are covered by Medicaid. It is undoubtedly the backbone of our health care system and safety net.
“However, this year we as a nation find ourselves at inflection point. Last summer, Congress passed H.R. 1 and set in motion what will be the largest change to Medicaid since its enactment. An estimated $911 billion will be reduced from federal Medicaid funding over the next decade, with millions of Americans losing health coverage. Moreover, Medicaid’s adult expansion population, covered through the Affordable Care Act, is now facing a work requirement that is expected to contribute to coverage loss. ACAP and its member Safety Net Health plans remain fully committed to ensuring that the members we serve get the comprehensive coverage they need.
“Medicaid has undergone significant changes over the past 61 years, but none quite as significant as those facing us today. We will continue to work with the Centers for Medicare & Medicaid Services and other stakeholders to assure that the populations we serve — especially children, seniors, and people who live with complex conditions — maintain stable, uninterrupted access to care.”
