ACAP Submits Comments on the Draft Call Letter for the QRS and QHP Enrollee Experience Survey
On April 30, ACAP submitted comments to CMS Administrator Dr. Mehmet Oz in response to the request for comment on the Draft Call Letter for the QRS and QHP Enrollee Experience Survey.
ACAP shared appreciation to the Administration for its desire to strengthen the integrity of the Marketplaces and submitted comments designed to ensure market stability for Safety Net Health Plans and the consumers they serve.
In part, the letter advocates for removing certain measures, such as those related to long-term opioid therapy, blood clot management, and social needs screenings, from the 2026 Ratings Year. It also recommends making Electronic Clinical Data Systems (ECDS) reporting optional, supports adding a measure for Enrollee Experience with Cost, and requests that it be categorized under “Plan Efficiency, Affordability & Management.” Additionally, ACAP opposes the introduction of a Net Promoter Score (NPS) to the QHP Enrollee Survey.
