Director of Organizational Strategy
We are looking for a DIRECTOR OF ORGANIZATIONAL STRATEGY who can help shape our vision and support our mission. Here is what the position will look like.
Department Director Responsibilities:
Provides strategic direction and oversees the management and maintenance of department deliverables striving for operational excellence (productivity, quality, SLAs, customer experience of services provided, etc.). Builds high performing teams with vision, leadership, goals and metrics. Serves as a role model for team members; takes action and inspires team members to embrace and implement culture initiatives. Provides awareness to staff how their work impacts other departments, programs and the enterprise. Encourages collaboration and holds team members accountable for achieving outstanding results.
Responsible for all management functions including hiring, training, planning and directing work, coaching and staff development, managing and evaluating performance, recognizing and rewarding employees; corrective action procedures and practices, addressing complaints and resolving problems. Develops and manages the department budget.
Works closely with Directors across the organization to make tactical and operational decisions that advance company strategies and goals and collaborates to deliver on company-wide deliverables/requirements.
Oversees/leads departmental projects and continuous improvement initiatives may lead cross functional teams.
Develops and implements department policies and procedures to ensure compliance with federal, state, local and company policies, rules and regulations.
Job Specific Responsibilities:
Leads enterprise strategy development with the executive leadership team, defining strategic objectives and guiding the prioritization of partnerships, interventions, and initiatives.
Develops and maintains enterprise strategy roadmaps with clear milestones, evaluation points, and decision gates to ensure execution, alignment, and course correction.
Partners with executive leadership to identify and prioritize strategic partnerships and initiatives that advance the Company’s mission, resilience objectives, and diversification goals.
Manages external partnership development end-to-end – from evaluation and negotiation through execution and performance review – to ensure strategic alignment, operational feasibility, financial value, and meaningful health and community impact.
Owns corporate strategy rhythms, including governance, engagement, and refresh cycles for objectives and key results (OKRs).
Collaborates with leadership to align strategy across internal teams by clarifying ownership, establishing start/stop boundaries, and translating strategic objectives into actionable and measurable OKRs.
Partners with Finance to translate strategy into financial and operational insights, including modeling, investment prioritization, scenario planning, and resource tradeoff decisions.
Leads ROI and value assessments for acquisitions (technology and business) and workforce investments to support disciplined, data driven decision-making.
Informs resource and capacity management by conducting capacity audits across portfolios and recurring commitments to optimize throughput and strategic load balancing.
Champions continuous process improvement to strengthen strategic execution, measurement fidelity, operational discipline, and cross team accountability.
Develops and maintains the pipeline of state and regional contracts, including RFP calendars and opportunity assessment processes that inform organizational planning cycles.
Performs other duties as assigned by the CSTO.
What you will bring:
Education: Bachelor’s degree in health administration, Business, Information Systems or related field; Master’s degree preferred. Equivalent combination of experience and/or education may substitute with a preference for ten years progressive relevant work experience.
Experience: Eight years’ experience with the strategic planning and business development processes of health care and/or health related organizations. Experience with program/project management, and leadership experience required. Advanced levels of experience in strategy development, implementation of business solutions, creating key performance indicators and automating processes required. Experience developing relationships with C-level external partners ideal. Experience with large public sector RFPs processes, tracking and long-term planning ideal.
Knowledge, Skills, and Abilities: Must possess strong analytical abilities related to business strategy, finance, and operations. Familiarity with the provision of, and leadership, in public sector health services. Strong working knowledge of the healthcare system. Demonstrates support for the company’s mission, vision, and values. Strategic business planning, change management, team leadership, and program design/evaluation skills required. Position requires excellent written and verbal communication skills with strong public speaking skills to present management and financial information in a credible and professional manner to both internal and external stakeholders. Strong interpersonal and relationship building skills; ability to develop strategic partnerships both internally and externally. Strong leadership skills required including team development, mentoring and coaching, and personnel management. Ability to initiate and drive change and demonstrates results-driven approach. Strong organizational and time management skills with demonstrated process and project management expertise. Must be a team player. Proficient in Microsoft office applications (Word, Excel, Access, PowerPoint). May be required to manage multiple priorities and projects with tight deadlines.
Licenses/Certifications: A valid driver’s license and proof of current auto insurance will be required for any position requiring driving.
Pay, Perks and Benefits at Colorado Access:
The compensation for this position is $150,000.00 – $205,000.00 annually. Colorado Access has provided a compensation range that represents its good faith estimate of what Colorado Access may pay for the position at the time of posting. Colorado Access may ultimately pay more or less than the posted compensation range. The salary offered to the selected candidate will be determined based on factors such as the qualifications of the selected candidate, departmental budget availability, internal salary equity considerations, and available market information, but not based on a candidate’s sex or any other protected status.

This position will be a hybrid model work environment, a blend of ‘In-Office’ and ‘Remote.’
