Statement of ACAP CEO Margaret A. Murray on House Energy & Commerce Reconciliation Package with Proposed Cuts to Medicaid and Marketplace

STATEMENT OF ACAP CEO MARGARET A. MURRAY ON HOUSE ENERGY & COMMERCE RECONCILIATION PACKAGE WITH PROPOSED CUTS TO MEDICAID AND MARKETPLACE
WASHINGTON—Margaret A. Murray, CEO of the Association for Community Affiliated Plans (ACAP), issued the following statement after the House Energy and Commerce Committee unveiled a reconciliation package that includes significant cuts to Medicaid:
“The proposed changes to health programs, especially Medicaid, in the reconciliation package are cause for considerable concern for working families.
“These proposed policy changes will generate their savings by stripping coverage from millions of Americans.
“Experience shows that the vast majority of people with Medicaid who are able to work already do. Work requirements in Medicaid are better at generating red tape than helping people find employment.
“And the practical effect of additional eligibility checks and verifications for Medicaid and Marketplace coverage is to generate additional paperwork for enrollees, providers and states – leaving people one paperwork glitch away from losing their health coverage.
“Further, the moratorium on provider taxes and changes to the MCO provider tax policy will tie states’ hands should they need to address rising Medicaid costs in the future.
“Congress should strengthen Medicaid and Marketplace coverage, which support health, employment and economic stability across the country. Cutting holes in the health care safety net is no way to strengthen it.
“We remain committed to working with lawmakers to make Medicaid work, and work better, for the nearly 80 million people who rely on its coverage to live well and thrive. But the proposals being considered this week by the Energy and Commerce Committee are not the way to achieve these goals. We urge members of the Committee to vote no on this proposal.”
