STATEMENT OF ACAP CEO MARGARET A. MURRAY ON MEDICARE ADVANTAGE ADVANCE NOTICE FOR 2024

WASHINGTON—Margaret A. Murray, Chief Executive Office of the Association for Community Affiliated Plans (ACAP), issued the following statement on the release of the Advance Notice of Methodological Changes for Calendar Year (CY) 2024 for Medicare Advantage (MA) Capitation Rates and Part C and Part D Payment Policies, issued by the Centers for Medicare & Medicaid Services (CMS):

“We’re intrigued by several of CMS’s proposals around quality measurement and data collection in this year’s Advance Notice, especially the idea of a ‘universal’ set of quality measures. This would dramatically simplify data collection for plans and health care providers alike and lower the administrative overhead associated with quality measurement. It’s a proposal that merits careful consideration.

“At the same time, we do have concerns about the way some of the Star Ratings measurement data is analyzed – most notably, in the way the outlier deletion methodology affects cut points for Star ratings at the measure level. Their removal of data points deemed to be outliers–without consideration as to whether they are errors—will have the net effect of punishing health plans that specialize in serving people dually eligible for Medicare and Medicaid, specifically D-SNP plans. We urge CMS to reconsider this decision.
