Cirdan is an actuarial and data services company that specializes in serving not-for-profit, safety net health plans.  Staff includes credentialed actuaries, consultants, and IT professionals, and the company has been in business for over 10 years.  Cirdan’s core clients are small to medium-sized health plans focused on Medicaid, SCHIP, and Medicare.

Cirdan provides actuarial services including reserve analysis and certification, Medicare bid development, premium rate analysis and negotiation support, reinsurance needs and value assessment, medical expense evaluation and budget development, and financial evaluation of new programs and benefits.  The company is familiar with the unique actuarial and financial management issues, challenges and opportunities facing health plans serving public programs.  For example, Cirdan presented at an ACAP Medicare meeting this year on Bidding Strategies in a Zero Premium World, highlighting opportunities to improve bids for dual eligible SNPs.

Cirdan also provides data management and reporting services, both as a supplement to health plan capacities and on a fully-outsourced basis.  Examples include Medicare and Medicaid encounter data and RAPS files, financial reporting tools, NAIC reporting, risk adjustment and Part D settlement tools, and data warehouse management.  Cirdan is an original member of the CMS Encounter Data Third Party Submitters Workgroup, and is assisting multiple clients with this complex new requirement that can have significant risk score and financial impacts.
