STATEMENT OF ACAP CEO MARGARET A. MURRAY ON THE SIXTIETH ANNIVERSARY OF MEDICAID
WASHINGTON—Margaret A. Murray, CEO of the Association for Community Affiliated Plans (ACAP), issued the following statement commemorating the sixtieth anniversary of the signing of the Social Security Amendments of 1965, which provided Federal authorization for the Medicaid program:
“Over the last six decades, Medicaid has transformed the lives of millions, providing health coverage to children, seniors, people with disabilities, and working families who would otherwise go without.
“Since its creation, Medicaid has expanded access to care and improved health outcomes. From the expansion of coverage under the Affordable Care Act to the recent guarantee of 12 months of continuous eligibility for children, the program has evolved to meet the needs of people with low incomes or significant health needs. It has filled gaps in our health care system and allowed states the flexibility to build innovative, community-focused solutions.
“As we honor the legacy of our nation’s health care safety net, we must also confront the very real threats the program faces. Harmful provisions recently enacted, including the largest cuts in Medicaid’s history, the imposition of work requirements, and new limits on provider taxes, put real progress at risk. These changes will reduce access to care, create unnecessary barriers for enrollees, and place financial strain on hospitals and providers.
“Despite these challenges, ACAP and our member Safety Net Health Plans remain steadfast in our advocacy to expand access, improve care, and support the communities we serve.
“The future and continued success of this vital program depends on policymakers, advocates, providers, and communities working together to defend and strengthen the program for generations to come. ACAP is committed to doing just that.”
