ACAP’s Letter on Recommendations Regarding Policy on H.R.1, the Tax Cuts and Jobs Act

Dear Conferees:

On behalf of the Association for Community Affiliated Plans (ACAP) and the 61 Safety Net Health Plans and the more than 21 million Americans they serve, I write to the members of the House/Senate conference committee on H.R.1, the Tax Cuts and Jobs Act, to outline ACAP’s position on the differences between the House and Senate versions of the bill and urge the members of the Conference to adopt tax policy that will protect health care coverage and affordability for the American people.

ACAP is particularly concerned about the impact that these changes in the tax code will have on health care for low-income and medically-needy Americans. Likewise, we are also concerned that the addition of $1.5 trillion in federal debt over the next 10 years will be used to justify dramatic and devastating cuts in federal health care programs, notably Medicare and Medicaid to address the debt crisis exacerbated by this legislation. With that in mind, we offer our perspective and urge you to consider it as you negotiate the final version of the bill.
