VP, Strategic Business Development
About the Position:
Reporting to the Executive Vice President and Chief Operating Officer of UPMC Health Plan, the Vice President, Strategic Business Development is responsible for leading business development efforts for UPMC Health Plan and for maintaining public policy expertise, state and federal, related to health care reform, regulation, and strategic planning specific to business development. The Vice President is responsible for scanning the national, regional, and local environment to identify opportunities and issues related to public policy initiatives, state and national legislative policy statements, and pending legislation that is related to government health insurance opportunities.
We are looking for an experienced business development leader with a background in insurance programs including Medicare, Medicaid, MLTSS, and SNP. The successful candidate will be a collaborative and highly motivated leader with strong financial analysis, reimbursement practices, and contract negotiation skills. The Vice President must approach this role with an innovative lens and will play and key role in developing business expansion opportunities that focus on the unique strengths of UPMC, both regionally and nationally.
Select Responsibilities:
-Lead the process of product development related to the integration of behavioral health, physical health, and human services/social welfare across a spectrum of business lines.
-Engage in an ongoing scan of public policy issues, federal and state, and advise on areas that will impact UPMC and the Insurance Services Division, including, but not limited to, health care reform, federal initiatives to fund new development in health care, CMS rule changes, etc. Senior adviser to the President/CEO and Executive Staff on public policy related to business development including analysis, development, and impact.
-Direct the preparation and direction of market analysis; oversee the preparation and updating of opportunity analyses as national and local health care policies are proposed and/or approved.
-Consult regularly with senior leaders to hear first-hand the strengths and challenges that are being faced corporately and within the individual contracts/programs.
-Regular scan of the new developments within UPMC to advise on the most advantageous position for the ISD; identify and recommend priorities for market development.
-Identify opportunities for development of new products; as specific opportunities are identified, develop business plans related to the opportunity.
Qualifications & Experience:
-Master’s degree in healthcare related field or portfolio of successful business development experience.
-Additional education in business field preferred.
-Minimum of 15 years’ experience in the public-sector services.
-Knowledge of public agencies and population served.
-Managed care experience preferred.
-Excellent communication skills required.
