Vice President, IT Payer Systems

Role and Responsibility:
•Lead strategic and operational planning of the Healthcare Payer business systems landscape
•Develop and execute the IT Roadmap supporting the corporate goals associated with the Payer business application landscape
•Work closely with the CIO Leadership team and key business stakeholders to develop and execute the IT Strategic Plan
•Oversee the development, design, and implementation of new applications and changes to existing business systems and software packages
•Develop business case justifications and cost/benefit analyses for internal department spending and initiatives
•Partner with key business stakeholders to define business and systems requirements for new technology implementations
•Partner with business community to execute project and program initiatives
•Develop and maintain an appropriate department organizational structure that supports the needs of the business
•Assess and make recommendations on the improvement or re-engineering of the department
•Establish departmental goals, objectives, and operating procedures
•Develop, track, and manage the annual operating budget for the department
•Supervise recruitment, development, retention, and organization of department staff in accordance with corporate budgetary objectives and personnel policies
•Review software acquisition and maintenance contracts and pursue master agreements to capitalize on economies of scale
•Keep current with trends and issues in the IT industry, including current and emerging technologies as it relates Managed Care and Healthcare Payer technology
•Advocate for the department’s vision via regular written and in-person communications with the organization’s executives, department heads, and end users
•Oversee the day-to-day operations of a 24/7 production environment, ensuring critical internal and external facing business systems are available to users and business partners
•Optimize ongoing productivity improvement, cost effectiveness and total quality management
•Ensure continuous delivery of IT services following ITIL framework
•Partner with CIO leadership to ensure system operation adheres to applicable laws and regulations
•Work closely with the Information Security organization to ensure that the business systems environment is secure and follows information security policy and procedures.

Education / Experience:
•Bachelor’s Degree in the field of computer science, information systems, or business administration or equivalent years of relevant work experience is required
•Master’s degree in either of these fields with technology as a core component preferred
•A minimum of ten (10) years of experience managing and/or directing an IT operation with at least five (5) years as a Director in a Healthcare Payer organization is required
•A minimum of five (5) years of experience supporting an organization with at least 1000 users is required
•Experience in managing partner vendors to contracted SLAs and deliverable expectations is required
•Experience with driving end to end solutions to operational issues from an IT perspective in collaboration with the business is required
•Proven experience in IT planning, organization, and development is required
•Experience with systems design, development, deployment and operational support is required
•Experience in strategic planning and execution is required
•Prior experience with Trizetto Product Suite including Facets Claims Processing is strongly preferred
•Prior experience with Edifecs product suite preferred
