San Francisco Health Plan (SFHP) is an integral part of the managed health care system in San Francisco. Serving over 145,000 members, we provide affordable health plan and safety net to the vulnerable population of San Francisco.

Reporting to the Chief Medical Officer (CMO), the VP of Health Services Programs is a highly visible, key leadership role that will lead the strategy, development, and execution of the population health-based quality strategies for SFHP’s Health Services department. In this position you will lead teams to support delivery of quality to provide oversight, management and optimization of SFHP’s Population Health, Quality and Care Management programs including SFHP’s Behavioral Health Programs, and create department strategies to deploy new requirements for integration of new target populations and programs under CalAIM.

The focus of Health Services Programs will be to develop, mentor and support the following functions within the Health Services Department using a Population Health approach:

Population Health and Quality interventions—existing and new programs under CalAIM
Practice Improvement including interventions to improve CAHPS scores
Care Management
Behavioral Health
The VP HS Programs, along with CMO, VP of Health Services Operations will be tasked to lead an internal Quality Improvement committee to track, monitor and improve the quality of all areas and offerings of Health Services.  This will include a focus on the integration of the impact of Health Disparities into the development of existing and future HS Programs.

The successful candidate will have extensive experience in Health Care leadership including, Program Development and Evaluation at Population Health Level, understanding of data driven approaches to development of quality initiatives and an expertise to reach beyond specific business unit support to work on cross functional teams to support mission and vision of Health Services and SFHP.


Oversee the development, mentoring and support of units that support Population Health and Quality Management within Health Services including Population Health and Quality Programs, Care Management and Behavioral Health.
Integrate the SFHP mandates and contract requirements, including DHCS/DMHC and NCQA strategies to deliver high quality, measurable programs to drive quality outcomes.
Integrate new requirements of CalAIM strategic initiatives into a Population Health based framework.
Serve as a key contributor to strategic initiatives in Health Services Department.
Effectively work in a shared leadership dyad with VP of HS Operations and Medical Directors.
Develop and implement plan for monitoring and improving quality metrics.
Supports and participates in quality management and quality improvement programs in context of Population Health.
Develop, implement and nurture a diverse and inclusive culture that celebrates and embraces the views and perspectives of all, regardless of background.
Lead NCQA activities in areas of Population Health and QI.


A Master’s degree in a related field or equivalent combination of education and work experience.
8+ years of professional experience with demonstrated progressive levels of management leading large, multi-disciplinary teams with highly effective results
5+ years of experience with program development and evaluation at a population health level and utilizing data driven approaches to develop quality initiatives. 
Experience in leading, coaching and developing staff, promoting teamwork and encouraging innovation.
Ability to successfully work to reach company goals in an environment in which a wide degree of creativity and latitude is required.
Networks effectively in all directions to build strong business relationships.
Comfort working with challenges, adversity, ambiguity, and intensity.
Able to balance competing priorities, complex situations, and tight deadlines.
Ability to work with staff of varied back-grounds and expertise, as well as leaders within and outside of the organization.
Ability to utilize data on cost and utilization of medical services to improve operational processes.
Ability to assess resource utilization, cost management and negotiate effectively.
