Program/Policy Analyst, Sr.
This position is responsible for developing and supporting CalOptima’s legislative priorities and maintaining CalOptima’s relationships with legislative offices at all levels of government. The Senior Program/Policy Analyst analyzes state and federal legislation and recommends strategies for advancing CalOptima’s legislative agenda. Responsible for researching various health care policy topics, providing strategic analyses, writing letters, memos, white papers, fact sheets, and other documents that are used by the CalOptima Board of Directors, executive team, staff, and key external strategic partners. The Senior Program/Policy Analyst ensures CalOptima’s advocacy goals are communicated effectively to all stakeholders and will serve as subject matter expert on health care policy, acting as a critical resource to the Director, Government Affairs. Additionally, the Senior Program/Policy Analyst may attend internal and public presentations and serve as a representative of CalOptima in the community.
Bachelor’s degree in Political Science, Public Policy, Health, or related field required. Master’s degree preferred.
Minimum 5 years of relevant work experience including health care policy, managed care experience, or combination of education and related experience.
Experience establishing and maintain strong legislative relationships preferably in Orange County.
Valid driver’s license and vehicle, or other approved means of transportation is strongly preferred.
CalOptima’s Program/Policy Analyst, Sr. must work to:

Coordinate periodic outreach events to update the Orange County legislative delegation of relevant local, state, and federal issues affecting CalOptima.
Analyze policy issues and make strategic recommendations to senior staff.

Superior writing, research, and analytical skills.
Thorough knowledge of Medi-Cal, Medicare, and government-sponsored health programs.
Understanding of managed care and government-sponsored health care delivery systems.
Thorough knowledge of county, state and federal legislative processes.
Demonstrated knowledge of policy implications and impact of policy decisions on the organization at all levels.
MS Office Suite (Word, Excel, PowerPoint, Outlook).
