Leads the development and implementation of a comprehensive telehealth strategy to support the vision and mission of Community Health Plan of Washington and Community Health Network of Washington. This position is responsible for strategic planning and program development, operations, portfolio management, and fiscal management of a broad range of services under CHPW/CHNW’s Telehealth Program.


  • Establishes Telehealth program strategic goals and objectives in collaboration with the executive team, the Board of Directors and other stakeholders and business partners.
  • Leads implementation of action plans and supports strategic goals of the program.
  • Serves as subject matter expert (SME) on telehealth policy, legal and regulatory requirements, reimbursement, telehealth platforms and equipment, market trends.
  • Build and maintain strategic and effective working relationships to collaborate with senior administration, financial, legal, IS&T, and clinical leadership across the entire organization to support organizational strategic plans.
  • Serves as a telehealth liaison for internal and external stakeholders to identify, develop, and promote growth of new telehealth services as well as process improvement efforts in existing offerings.
  • Responsible for development and management of telehealth third-party agreements and vendor relationships.
  • Effectively communicate across various perspectives, experiences, and knowledge bases: activities involve significant teamwork, strategic thinking, high levels of collaboration and effective communication, including leading and facilitating effective meetings.
  • Serves in the role of Project Leader of cross-departmental/cross-functional teams to create, launch, oversee and deliver new telehealth services, anticipate workforce needs, technology, and other resources to support planned work.
  • Responsible for setting measurable goals and objectives for existing and new telehealth programs, tracks metrics and achievements via standard reporting.
  • Leads the entire end-to-end process for coordinating, tracking and reporting telehealth program services regarding cost, quality, and efficiency.
  • Oversees regular reporting and analysis of data and information used to support planning and operations activities, and quality assurance/improvement.
  • Responsible for research and development of new funding opportunities, including grant applications and other third-party funding sources.
  • Represents telehealth initiatives to internal and external stakeholders, seeks outside partnerships and develops strategies to engage in collaborative telehealth agreements.
  • Provides timely and pertinent communication with senior and departmental leadership, the Board, and external stakeholders.




  • Bachelor’s degree in Public Health, Health Services, Health Administration or Business Administration, or an equivalent combination of education and highly relevant experience required
  • Master’s degree in Public Health, Health Services, Health Administration or Business Administration, or related field preferred

License, Certifications, and other Specialized Training:

  • As this position involves traveling on behalf of the Company, a current driver’s license and an acceptable driving record is required

Prior Related Experience:

  • Five to seven (7) years of experience in healthcare operations in a healthcare delivery, community programs or health plan setting
  • Minimum of five (5) years of experience effectively leading and managing teams
  • Experience in designing, developing, implementing or managing multi-site Telehealth systems, including patient and provider sites: Preferred
  • Experience in project management, operations, Telehealth program and policy development, reimbursement, and performance monitoring: Preferred
  • Experience managing multiple projects/tasks
  • Experience with Medicaid and Medicare populations and programs preferred
  • Community Health Center delivery system experience and/or community based programs and pilots preferred

  • Candidate has not been sanctioned or excluded from participation in federal or state healthcare programs by a federal or state law enforcement, regulatory, or licensing agency.

Knowledge, Skills, and Abilities:

  • Knowledge of health plan operations
  • Knowledge of Medicare and Medicaid populations and programs
  • Knowledge of health service delivery operations with a focus on community-based services
  • Broad based, working knowledge of managed care provider network operations preferred
  • Knowledge of contract management processes
  • Proven experience collaborating across internal and external stakeholder groups to develop programs, and with multi-disciplinary teams
  • Ability to build strong working relationships, and effectively interact with all levels of staff, management and key stakeholders both internal at CHPW and with external partners
  • This position requires building constructive, inclusive and productive relationships with a variety of internal/external stakeholders and workgroups.
  • Work situations are frequently non-routine requiring a broad vision of the future of the virtual health within the health care industry; sensitivity to the values and expectations of medical staff, management, employees, and patients, complex data analysis, and the use of discretion and good judgment in decision making.
  • Demonstrated operational and project management skills, a high degree of attention to detail and accountability, critical-thinking, prioritization and organizational skills to adhere to deadlines and meet deliverables
  • Effective verbal and written communication skills; capable of interfacing effectively with executive management teams
  • Familiarity or experience with NCQA accreditation as it relates to network management
