Director, Brand, Marketing and Engagement

This position is responsible for leading Brand, Marketing and Engagement strategy and activity across the organization. This includes business group oversight and enterprise engagement and strategy. Primary duties include operational planning and leadership, as well as resource, relationship, and people management. This position actively and regularly participates in strategic planning and collaboration at the organizational level.
Provides strategic, technical and operational leadership for brand, marketing, communications and member outreach and engagement activities across the organization in support of the Medicaid, Medicare, and other member populations.
Manages brand development, delivery and consistency across all markets for all product lines in shared service to support CareOregon, Coordinated Care Organizations and all lines of business.
Directs the development and execution of all BME marketing and communications initiatives and activities, including product launches, collateral, customer portals, campaigns, social media, company websites, regulatory/compliance communications, and corporate events.
Directs the development and execution of Member Engagement and Outreach strategy including community events.
Leads the execution of marketing operations and production initiatives, plans, and goals in a matrixed environment in alignment with organizational vision and goals. Areas of responsibility include oversight of Creative Studio and Operations/Productions teams.
Provides direction over creative functions through the BME leadership teams, including creative design, art and graphic design, copy writing, and media production (including digital).
Ensures compliance with federal and state regulatory and contractual requirements.
Develops, or directs the development of, marketing collateral, documented policies and procedures to ensure effective, accurate, efficient, and compliant operations.
Ensures updated and compliant policies and procedures are maintained for BBME team.
Leads the identification and establishment of performance metrics and ensures the timely and accurate monitoring and reporting of performance against metrics; ensures internal systems and measures are in place to enhance effective, efficient, and compliant operations.
Ensures productivity and quality targets are established, met, and reported on for the Brand, Marketing and Communications and Member Engagement departments.
Collaborates with internal and external stakeholders to direct collateral development across multiple media formats; effectively uses design production principles to inform design effectiveness and cost efficiency.
Effectively uses business intelligence and data analytics to monitor operations and identify process improvement opportunities across all Brand, Marketing and Communications and Member Engagement functions.
May serve as a sponsor or chair for key projects and initiatives involving Brand, Marketing & Engagement.
Remains current with industry trends, best practices, and approaches to drive efficient, effective and compliant Marketing efforts.
Identifies, establishes, and oversees vendor contracted services for Brand, Marketing and Engagement.
Identifies opportunities for automation, analytics, and vendor services to support meeting and exceeding production and quality targets.
Develops, oversees, and reports outcomes of an internal quality review program for marketing operations.
Develops and presents proposals, updates and results to executive leadership.
Instills work culture of continuous process improvement, innovation, and quality.
Leads the development of vision, goals, and strategic plans for Brand, Marketing and Engagement
Develops and oversees brand strategy and execution planning.
Develops and oversees strategy for member outreach and events, advisory committees, member incentives
Supports strategy for language services.
Defines operational structure for areas of oversight, and approves policies.
Develops short and long-term plans and policies; oversees the development and execution of standard operating procedures.
Participates in the strategic planning process for the organization; maintains an enterprise view while establishing business unit priorities.
Recommends budgets in alignment with short and long-term plans.
Manages resources to ensure priorities are accomplished.
Ensures approval for budget variances as required.
Approves resource allocations within budget, including people, finances, and timelines; makes decisions on exceptions.
Cultivates and maintains strong relationships with CareOregon leaders; ensures strategic messages are regularly and effectively relayed to management and staff; promotes transparency.
Leverages existing relationships and cultivates new relationships with community partners, vendors, state and local agencies and other constituents in alignment with organizational direction and priorities.
Leads effective communication for work group(s), ensuring a collaborative culture.
Collaborates in partnership with Strategic External Affairs for public relations and internal communications alignment.
Works cross-functionality with internal and external stakeholders in identifying and driving projects, process improvement initiatives, and operational efficiencies.
Works closely with senior leadership, peers, and cross-department leadership providing programmatic, organizational, and technical support to ensure effective collaboration and integration of marketing operations functions.
Represents CareOregon in external meetings and functions.
Directs team(s) and establishes team direction and goals in alignment with the organizational mission, vision, and values.
Identifies work and staffing models; recruits, hires, and oversees a team to meet work needs, using an equity, diversity, and inclusion lens.
Identifies department priorities; ensures employees have information and resources to meet job expectations.
Leads the development, communication, and oversight of team and individual goals; ensures goals, expectations, and standards are clearly understood by staff.
Manages, coaches, motivates, and guides employees; promotes employee development.
Incorporates guidance from CareOregon equity tools into people leadership, planning, operations, evaluation, budgeting, resource allocation, and decision making.
Ensures team adheres to department and organizational standards, policies, and procedures.
Evaluates employee performance and provides regular feedback to support success; recognizes strong performance and addresses performance gaps and accountability (corrective action).
Performs supervisory tasks in collaboration with Human Resources as needed.
Education and/or Experience
Minimum 10 years’ experience in brand leadership, communications, marketing operations and production
Minimum 4 years’ experience in a supervisory position
Coursework in business administration, marketing, communications, commerce, management, or related area, and/or industry relevant operations and production experience
