Chief Operations Officer

WittKieffer is pleased to collaborate with the Health Plan of San Joaquin as they conduct the search for the newly created role of Chief Operations Officer (COO). With the growth of the health plan, combined with the increased benefits that will be offered to Medi-Cal members starting January 2021, the Chief Executive Officer (CEO) has decided to reorganize to put a substantial portion of the health plan’s operations departments under the executive, in order to enhance and better align resources for the future provision of care.

Health Plan of San Joaquin (HPSJ) is a publicly-sponsored, not-for-profit, health plan serving approximately 345,000 members in San Joaquin and Stanislaus Counties, providing state and federally funded comprehensive health coverage to families and persons on Medi-Cal (California’s Medicaid program), including health, dental and vision. Reporting to the CEO, the COO is an integral member of the executive leadership team and will oversee Provider Network, Provider Relations and Contracting, Customer Service, Marketing, Communications, Benefits Administration and other operations in a manner that anticipates and supports current and future strategic and tactical business plans, and is consistent with regulations.

The position requires a seasoned executive who can work in a fast-paced organization, has a can do attitude, and can optimize performance of departments managed. The COO will be expected to build a high-performing team, employ performance improvement techniques, work in a highly collaborative team environment and be a clear communicator across all levels of the organization. Operational expertise is required, including an understanding of workflows, establishing and meeting operational metrics, aligning resources based on appropriate goals/workflows, and ensuring technology systems support the work. This individual must come from the health plan world, ideally with Medicaid or Medicare experience, have intimate knowledge of provider networks and contracting, is a strategic thinker that can roll up his/her sleeves to do the work and hold team members accountable for their performance. The person who will achieve the most success will have little to no ego, is a team player, and understands that everyone needs each other to get the work done effectively. Cross collaboration between the COO and the senior leadership team is critical to success of the individual and the health plan.
