Chief Equity, Diversity and Inclusion Officer
General Statement of Duties
This position is responsible for overseeing the Equity, Diversity and Inclusion (EDI) function for the organization, as well as Human Resources. This position applies an enterprise view to ensure alignment with the organization’s vision, mission, and direction. Primary duties include strategic planning and visioning, as well as technical and strategic leadership of resources, relationships, and teams. As a member of the Senior Executive Team, the Chief Equity, Diversity and Inclusion Officer manages an organization-wide effort to support the organization’s stated intent to hold Equity First as a guiding value. Additionally, this position has strong presence in the community to help foster cross sector partnerships addressing the health and well-being of the community.
Essential Position Functions
Equity, Diversity, and Inclusion
Develops and implements comprehensive equity and engagement plans which promote diverse, inclusive and equitable organizational cultures; facilitates awareness and education for healthcare providers to ensure that communities of color receive optimal care.
Drives and enables health care transformation by engaging CareOregon’s staff, members, affiliates and providers to cultivate and implement innovative approaches in addressing social determinants of equity, health equity, community health and facilitating member engagement.
Develops and leads leading CareOregon’s initiatives to achieve health equity and improved community health.
Provides leadership and articulates a clear link between equity, diversity, and inclusion initiatives and the impact to CareOregon’s overall performance.
Supports the CareOregon Board of Directors to see that it has an EDI lens on its work, including self-evaluation/critique, Board education and development, recruitment, understanding and confronting structural racism in health care and our governance role to advance the equity work.
Develops and leads an equity-first approach to strategic community-based initiatives, plans, and goals in alignment with organizational vision and goals including corporate Social Determinants of Health coordination.
Provides strategic leadership for CareOregon’s health equity programs and initiatives to ensure CareOregon is a leader in addressing avoidable health disparities through developing and overseeing a comprehensive health equity initiative.
Provides subject matter expertise and support for affiliate health equity programs and initiatives.
Identifies and plans professional development programs to raise awareness and develop best practices to cultivate a culture of civility, respect, and ethical behavior, and that help build a welcoming and inclusive culture within the organization.
Develops, or directs the development of, documented policies and procedures relating to equity and engagement.
Advises on communication strategies for CareOregon’s equity and inclusion objectives and initiatives.
Provides strategic leadership for the CareOregon Community Advisory Board (COCAB) to ensure recommendations to the CareOregon Board of Directors and Community Impact Committee to represent consumer and community health needs and to ensure that CareOregon remains responsive to consumer and community health needs.
Assists in the implementation and ongoing review of the Community Health Improvement Plans based on the results of the Community Health Needs Assessment; works with CCOs, partner organizations and community organizations to ensure alignment with the Community Health Improvement Plan.
Oversees development of and compliance with the Health Equity Plan as required by the Oregon Health Authority.
Oversees development of and compliance with the Traditional Health Worker Plan as required by the Oregon Health Authority.
Participates and assists in compliance of the Social Determinants of Health plan as required by the Oregon Health Authority.
Works in partnership with organizational leadership on the development, implementation, and oversight of CareOregon’s Transformation and Quality Plan.
Identifies and advocates for opportunities to advance, equity, diversity, and inclusion within CareOregon, including advising CareOregon leaders on emerging issues related to equity, diversity, and inclusion.
Oversees the Human Resources function, including benefits, compensation, talent acquisition, organizational development, culture, performance management, employee relations, and payroll.
Ensures programs are structured to attract, reward, and retain a talented and diverse workforce.
Drives organizational growth, including a culture of learning and development.
Influences and guides policies and executive decisions impacting employees; leads organizational change management.
Oversees HR performance metrics, outcomes, and reporting.
Ensures effective structures are in place in support of efficient and compliant operations.
Leads commitment to equal opportunity for applicants and employees; oversees the organization’s Affirmative Action Plan.
Champions innovation, process review, and refinement.
Strategic Planning and Visioning
Sets the vision and direction of the organization in partnership with Officer team.
Leads the development and oversight of strategic plans and goals in alignment with organizational vision and mission.
Oversees operational structure for areas of oversight, and approves policies.
Maintains an enterprise view, while influencing and overseeing business unit priorities.
Approves teams’ budgets in alignment with organizational direction and strategic plans.
Ensures teams have sufficient resources to meet team goals.
Oversees budget performance across areas of oversight.
Identifies and approves resource allocations, including people, finances, and timelines; makes decisions on exceptions.
Directs multiple teams; guides leaders in establishing effective models and goals for areas of oversight.
Informs leaders of enterprise-wide vision and direction.
Performs employment functions in collaboration with Human Resources, including staffing, recruitment, performance management, professional development, and termination.
Coaches, inspires, and recognizes staff.
Promotes professional development across areas of oversight.
Models and promotes participation in training initiatives and organizational activities, as well as adherence to external regulations and internal policies.
Fosters a culture of success in alignment with the organizational mission, vision, and values.

Knowledge, Skills and Abilities Required
Strong knowledge of and abilities in advancing health equity within organizational settings
Ability to work with diverse populations and establish rapport and trust with diverse audiences; understanding and sensitivity to diverse academic, socio-economic, ethnic, religious, and cultural background, disabilities, and sexual orientation of members, partners, and staff
Understanding of core Human Resources functions; familiarity with relevant federal and local employment laws
Excellent interpersonal and conflict-resolutions skills and demonstrated ability to promote collaboration among departments, with strong consensus building skills and the ability to negotiate favorable outcomes
Ability to analyze and make sound recommendations on complex issues, including identification of alternative solutions and projecting consequences of different plans of action.
Excellence in communication (written and verbal) and the ability to communicate at all levels of an organization; strong presentation and public speaking skills

Education and/or Experience
Minimum 10 years’ related experience required, including experience in community health, public sector health, social service delivery systems, or Human Resources. Minimum 5 year’s experience managing people. Master’s or bachelor’s degree in Public Health, Public Policy, Social Justice, Sociology, Social Anthropology, Human Resource Management, Psychology, Counseling, Organizational Development or a related field preferred.
