Statement of ACAP on 2024 Medicare Advantage Final Rule

STATEMENT OF ACAP CEO MARGARET A. MURRAY ON 2024 MEDICARE ADVANTAGE FINAL RULE

WASHINGTON—Margaret A. Murray, CEO of the Association for Community Affiliated Plans (ACAP), today issued the following statement on the 2024 Medicare Advantage and Part D Final Rule issued by the Centers for Medicare & Medicaid Services (CMS):

“Many of the changes in this final rule represent a real step forward. We’re especially glad that this rule takes concrete steps toward assessing and improving equitable access and culturally appropriate care in the Medicare Advantage program through the establishment of the Health Equity Index – after all, you can’t improve what you don’t measure.

“However, we have persistent concerns about how this final rule treats statistical outliers in the calculations of Star Ratings; we believe that this will disproportionately punish plans whose mission is to treat people dually eligible for Medicare and Medicaid. We intend to restate our call for a delay in the implementation of these provisions, such that further study can be allowed to better assess their impact on Medicare beneficiaries with low incomes, limited access to resources, and often disproportionately high levels of health care need.”
