CHRISTOPHER PALMIERI ELECTED AS CHAIR, ACAP BOARD OF DIRECTORS

WASHINGTON—The Association for Community Affiliated Plans (ACAP) today announced that Christopher D. Palmieri, President and Chief Executive Officer of Commonwealth Care Alliance® (CCA), has been elected Chair of ACAP’s Board of Directors. Mr. Palmieri takes office immediately and will serve through the end of calendar year 2020. He previously served as ACAP’s Vice Chair.

“Safety Net Health Plans serve more than 20 million members in Medicaid managed care and span markets, including offering Qualified Health Plans in the Marketplace and serving people who are dually eligible for Medicare and Medicaid through Medicare Advantage,” said Mr. Palmieri. “ACAP-member plans have consistently been a source of innovative solutions for improving the health and lives of their members, and I’m excited to continue working with ACAP to maintain our plans’ leadership roles in the industry and community alike.”

A not-for-profit, community-based healthcare organization, CCA provides and coordinates the highest quality, person-centered care to individuals with complex medical, behavioral health and social needs in the Commonwealth of Massachusetts through two health plans: Senior Care Options (HMO SNP), for individuals ages 65 and over who have Medicare and MassHealth Standard or only MassHealth Standard; and One Care, a Massachusetts demonstration program for dual eligible individuals ages 21 to 64.

Mr. Palmieri joined CCA in the fall of 2015 and has transformed the organization into a scalable enterprise driven by its mission of improving the health and well-being of individuals with significant needs. Under his leadership, CCA’s One Care plan has been the fastest growing plan of its kind in Massachusetts based on net enrollment volume, and for three consecutive years it has been recognized as a top-rated Medicare-Medicaid Plan based on the annual Consumer Assessment of Healthcare Providers and Systems (CAPHS) surveys, administered by the Centers for Medicare & Medicaid Services (CMS).  CCA recently passed the 32,000-member milestone, highlighting a growing demand for the organization’s nationally-recognized, innovative care model that is proven to improve quality and health outcomes while reducing the overall cost of care.

Prior to his position at CCA, Mr. Palmieri served as the CEO of Remedy Partners, a bundled payment organization that develops and manages episode payment programs for employers, commercial health insurers, and government payers. He previously spent nearly ten years with Visiting Nurse Service of New York (VNSNY), including five years as President and Chief Executive Officer of VNSNY Health Plans, which he successfully transformed into a $2 billion safety-net insurance organization offering Medicare Advantage and New York State Medicaid Managed Care products. Mr. Palmieri has also held senior positions at Amerigroup Corporation, Metropolitan Jewish Health System, Inc., and Faxton-St. Luke’s Health Care/Mohawk Valley Network, Inc. In addition to his role at ACAP, Palmieri serves as the Vice Chair of the national Managed Long-term Services and Supports (MLTSS) Association.
