ACAP’s Letter of Support to Ways and Means on D-SNPs Reauthorization

Chairman Tiberi and Ranking Member Levin:
On behalf of the Association for Community Affiliated Plans, the 60 Safety Net Health Plans, and the 20 million Americans served by them, I am writing to thank you for H.R. 3168, the “Promoting Integrated and Coordinated Care for Medicare Beneficiaries Act” and the accompanying amendment in the nature of a substitute (AINS) to be considered at today’s Ways and Means Committee mark-up, and to express ACAP’s support for the legislation as amended by the AINS.
ACAP strongly believes in the importance of providing unique care coordination opportunities under Medicare Advantage to dual eligibles and for that reason, we are pleased that the discussion draft provides for longer than a short-term reauthorization. While our Board of Directors is on record in support of permanent reauthorization of the D-SNP program, we hope to work with you, the Energy and Commerce Committee, and the Senate to extend the reauthorization of D-SNPs for as long as possible as this legislation proceeds. In addition, ACAP strongly supports the legislation’s unified appeals and grievances procedures and designating the Federal Coordinated Health Care Office as the designated contact on integration.
